Fixed width table columns

The table column option "Write Using Fixed Width" causes the column to be written/exported using fixed width formatting. With this option on the column width (if non zero) field and the column alignment (Left,Right,Centre) take effect when the data in that column is written to a file (normally they are ignored).
If a cell is shorter than "width", the cell is padded with spaces.
If wider than "width", the cell is cropped.
