Scaling or Offsetting a Cell Value or a Selection of Cells

Applies a scaling factor, then adds an offset to the current value in the cell.
e.g. say the cell value is currently = 2
You apply a scale of 10 and an offset of 4.
Resulting value in the cell will be (2 x 10) + 4 = 24
