The values here enable you to set the scroll of the viewport display numerically. This is useful when the viewport is intended to show a subregion of a panel and you dont want to include scrollbars in its display.
The origin (0,0) is the top left. Positive X values scroll the view to the left, positive Y values scroll the view up.
A suggestion: Start with scroll bars enabled to set the approximate scroll position, then disable the scrollbars and use this dialog to fine-tune the scroll offset values until the viewport shows the content you wish to see.
